To solicit engineering services to prepare detailed design, prepare drawings, construction specifications, cost/time estimates, identify utility conflicts and define solutions, identify property acquisition requirements, acquire all necessary approvals and permits, and prepare final tender documentation for the project and provide support during tendering period as required. The design shall be completed by April 2025 and the construction is expected to start May 2025
