To hire third party consulting firm with expertise in engineering, construction and contract administration who will oversee the comprehensive turnkey energy retrofit for the Susan Fennell Sportsplex Facility which aims to achieve zero carbon operations (100% GHG emissions reduction). This firm will be fully responsible for overseeing phase 2 of the project i.e. Implementation, Commissioning, and Measurement & Verification (M&V). The Phase 2 of the project is expected to start in the beginning of 2023 pending Council’s approval on Phase 1. City has successfully selected an ESCO under the RFP 2021-135 and this third party consulting firm will represent COB by overseeing the work of ESCO during Phase 2 of the project.
