To hire third party consulting firm with expertise in engineering, measurement verification and contract administration (MV&CA) who will oversee the design / build energy retrofit for the Earnscliffe Rec Facility which aims to achieve zero carbon operations (100% GHG emissions reduction). This firm will be involved in the development of the Design / Build RFP with the CoB; and, overseeing Phase 1 – Design / Build Contractor’s development of the Feasibility Study, Design Development and Class B Estimates of the Design / Builder; and overseeing Phase 2 – Design / Build Contractor’s implementation, commissioning, and measurement & verification, and contract administration (MV&CA) of the energy improvements. Phase 2 of the project is expected to start in 2026 pending Council’s approval of Phase 1 – design and cost. The project is to be completed in 2030. |
